I think we should. One of the main purposes of having soldiers in Iraq was to properly train Iraqi police to keep their own country safe. With the growing casualty toll, I feel like we're doing more harm than help (on both sides of the war).
Plus, we can't even effectively teach them how to do jumping jacks, just look...
It kinda depends on the government's definition of "suspicious". If somebody googles "How to blow up a building" or "how to make your very own a-bomb", they should definitely be monitored. The FBI expected Hosam Maher Husein Smadi to be a terrorist so they followed his online activity for 6 months and he tried to blow up a Dallas building. So yes, yes they should. If you're innocent than you have no reason to worry. Besides, who cares if some old FBI agent knows who you're friends with on Facebook or what your favorite youtube video is.
No because developed countries have better technology and more advanced systems for protecting the environment. Developing countries have to worry about growth and esablishing themselves. Many developing countries can hardly feed their citizens or regulate their economies. They shouldn't have to worry about protecting the environment also.
